1. Recognition Belgium

To ensure the safety of the national and international transport of dangerous goods, packagings have to be tested for their mechanical resistance with recorded testing schemes. The approval by the competent Belgian authorities that was delivered to the Belgian Packaging Institute (IBE-BVI) involves performing the full range of tests on

  • Packaging;
  • Intermediate Bulk Containers (IBC);
  • Large Packagings in accordance with the UN Recommendations - taking into consideration the results obtained, an approval may or may not be issued for all kinds of transport (ADR-RID, ADNR, IMDG, ICAO); and
  • special packagings for infectious and diagnostic agents (class 6.2, UN 3373).

IBE-BVI is also recognized by the Belgian authorities as official testing institute for performing the mandatory production controls of UN certified packaging as well as the inspections of IBC every 2.5 years.
 

2. Recognition The Netherlands

 

Testing & Consultancy Packaging International (T&C PI), establishment of the Belgian Packaging Institute BVBA located at Breda is recognized by Inspectie Leefomgeving en Transport (ILenT).

For the entreprises with a Dutch UN-mark the following guidelines are in force:

         Actual guidelines (applicable as from 01/09/2016)
         New guidelines (applicable as from 01/11/2017)

 

ACTUAL GUIDELINES

T&CPI Guideline requirements to the quality assurance system for the manufacturing (including reconditioning, repair, remanufacturing and routine maintenance) of packagings, Intermediate Bulk Containers and Large Packagings for the transport of dangerous goods.

Annex 1 - T&CPI  Minimum requirements set for the quality plans of the quality assurance system for the production of packagings   (including IBC’s and Large Packagings).

3. UN Certification

Obtaining a UN certification is done by following the next steps

STEP 1: UN-prototype testing
The implementation of UN type testing is performed by the ISO 17025 accredited IBE-BVI lab or by an industrial laboratory, that is supervised by IBE-BVI (see approval conditions industrial laboratory)
The execution of the UN prototype testing is done according the criteria of the different international regulations (ADR-RID, IMDG, ICAO) and is in compliance with the ISO norm 16495 test instructions.
To be able to effectuate the UN prototype testing and to the redaction of the test report, IBE-BVI must dispose of:

  • A sufficient number of samples;
  • All necessary data for the execution of the UN type testing;
  • Specifications of the packaging type and used materials, including all
      composing parts;
  • Technical drawings.

The specific request form, duly filled in, can be used for this purpose

STEP 2: Publication of the UN  mark
Based on the UN type test report, a UN mark is granted by the competent authority.
The publication of the UN mark is specified in the separate document:  “CERTIFICATE OF APPROVAL”.
The delivery of an UN mark is only possible when the production control conditions are guaranteed ( cfr. quality assurance )
Summarized: the UN Mark can only be delivered, after the following documents have been send to IBE-BVI, properly filled in, signed and dated:

  • Request form;
  • Approved offer;
  • Approved production control conditions accordingly document F 19.

 

4. Validity UN Certificates

UN certificates delivered by the Belgium competent authorities and/or IBE-BVI, based on test reports issued by IBE-BVI, remain unlimited valid as long as the produced items are still in conformity with the prototype. With regard to this, please find here the declaration of the Authorities. This means same producer, material, weight, design,….. It implicates automatically a follow up of the production/assembling based on a quality program (see TDG 38) which satisfy the requests of the Belgium competent authorities and which is supervised by IBE-BVI.

 


5. Test to be performed in order to obtain a UN - certificate

  • UN light gauge metal packaging

    Code for designating packaging type in accordance with ADR -RID: 0A1 – 0A2
         Numeral code0 light gauge metal packaging
         The following capital letters shall be used: material
              A.  staal (0A1, 0A2)

    Tests to be effectuate:

    • Drop test;
    • Leakproofness test (for liquids);
    • Internal pressure (hydraulic) test (for liquids);
    • Stacking test 24 hours;

  • UN drums and jerricans non plastics

    Code for designating packaging type in accordance with  UN-reglementation:

         The following numerals shall be used for the kinds of packaging:
              1. Drum
              3. Jerrican
         The following capital letters shall be used for the kinds of material:
              A.  Steel (1A1, 3A1, 1A2, 3A2)
              B.  Aluminium (1B1, 3B1, 1B2, 3B2)
              D.  Plywood (1D)
              G. Fibreboard (1G)
              N.  Metal (other than steel or aluminium (1N1, 1N2))

    Tests to be perfomed:

    • drop test
    • leakproofness test (for liquids)
    • internal pressure (hydraulic) test (for liquids)
    • stacking test 24 hours

  • UN drums and jerricans plastics

    Code for designating packaging type in accordance with UN-reglementation:
         The following numerals shall be used for the kinds of packaging:
              1. Drum
              3. Jerrican
         The following capital letters shall be used for the kinds of material:
              H. Plastics (1H1, 3H1, 1H2, 3H2)

    Tests to be performed:

    • Droptest (-18°C)
    • Leakproofness test (for liquids)
    • Internal pressure (hydraulic) test (for liquids);
    • Stacking test 40°C 28 days (for liquids)
    • Stacking test 24 hours
    • Chemical compatibility verification (for liquids)

  • UN boxes

    Code for designating packaging type in accordance with UN-reglementation:
         The following numerals shall be used for the kinds of packaging:
              4. Box
         The following capital letters shall be used for the kinds of material:
              A.  Steel (4A)
              B.  Aluminium (4B)
              N.  Metal, other than aluminium (4N)
              C.  Natural wood (4C1 –  4C2)
              D.  Plywood (4D)
              F.  Reconstituted wood (4F)
              G. Fibreboard (4G)
              H. Plastic (4H1 - 4H2)

    Tests to be effectuate:

    • Drop test (-18°C if plastic inside or outside)
    • Stacking test 24 hours

  • UN bags

              H. Plastic receptacle
              P. Glass, porcelain or stoneware receptacle
         The following capital letters shall be used indicating the material of the outer receptacle:
              A. Steel (6HA1- 6HA2 – 6PA1 – 6PA2)
              B.  Aluminium (6HB1- 6HB2 – 6PB1 – 6PB2)
              C.  Natural wood (6HC –  6PC)
              D.  Plywood (6HD1- 6HD2 – 6PD1 – 6PD2)

  • UN packaging for infectious substances class 6.2

    Tests to be performed:

    • droptest
    • puncture test
    • water spray test
    • stacking test
    • cold conditionning test

  • UN Intermediate Bulk Containers (IBC's)

    Code for designating packaging type in accordance with UN-reglementation:

         The following numerals shall be used for the kinds of packaging:
              11: Rigid IBC for solids filled or discharged by  gravity
              21: Rigid IBC for solids filled or discharged under pressure of more than 10kPa (0,1bar)
              31: Rigid IBC for liquids

           The following capital letters shall be used:
              A.  Steel (11A, 21A, 31A)
              B.  Aluminium (11B, 21B, 31B)
              C. Natural wood (11C)
              D. Plywood (11D)
              F. Reconstituted wood (11F)
              G. Fibreboard (11G)
              H. Plastics (11H1, 11H2, 21H1, 21H2,31H1, 31H2)
              HZ. Composite with plastic inner receptacle (11HZ1, 11HZ2, 21HZ1, 21HZ2, 31HZ1, 31HZ2)

              50: for rigid large packagings
              51: for flexible large packagings
         The following capital letters shall be used:
              A.  Steel (50A)
              B.  Aluminium (50B)
              C. natural wood(50C)
